Christopher Columbus, when he was given a chance to structure society in Jamaica, he was asked to hire people to fulfilling roles such as local Mayor, Judge, Constable and Teacher for example. While he was asked to hire trained people from Europe as there were no schools yet in the colony, he decided to structure society in such a way as to defend his own position as an untrained ship captain who had no schooling but was given practical experience from 10 years old with his lack of a well rounded formal education so that he could command a ship but could not read the manifest or count five rows of boxes, six columns wide and five boxes high to count the number of boxes of tea in the cargo hold. So, nobody really knows how many boxes of WATER there may be if they are like him so then why not take half for yourself he thought? If anybody asked what happened to the other half, you would just say they spoiled due to ocean water or salt damage or e rats. You don't want that. You don't want that. This became a banana republic culture of gremlin destabilization of the whole colonial enterprise. As such, he would send the European educated back home and would just choose anyone who he thought could fulfil the role and who had that look about him, hiring those who had the look but maybe not the preparation. This helped him to secure his position he thought as he didnt really have the education to be a ship captain but he was given the authority. Also, in the short run it may have been expedient as there was much work but few people who were trained and willing to come to the new world. The result was disastrous. There was a tuberculosis break out due to insufficient sanitation, there was insufficient disbursement of money/Roman minimum income support per family and insufficient revenue generated or the money collected was sent to Cuba instead of being managed to maintain Jamaica. It was abandoned with people leaving for Juventidad, Cayo Largo and Haiti. ++++++ .
