Israel is a location and one that was occupied prior to Jesus by the Assyrians who were not indigenous to Palestine. So, if anything maybe they were anxious if Jesus was there as a potential real aboriginal heir of the throne of Israel as an Egyptian Palestinian like a Jesse.
