The purpose will be to avoid unnecessary resurfacing for oxygen. It will also extract hydrogen from the water that will be used to fuel the fuel cell. Next; think of a diver with a diving oxygen mask on. But, what if he did not need tanks and the new masks could just extract oxygen from the water?
