The sales tax is also referred to as a consumption tax but part of this consumption tax or sales tax can be used to clean up the ocean of plastics and to also lobby manufacturers and congress to end the use of plastic in all food and product packaging. New York updated its income support system with a new $900.00 per week plus EBT card shop and spend system. What is going on in your area? There is change. Some retail is now open and allowing for in store browsing while payments are made in store for immediate pick up like at Argos in the UK but the items are not available on the consumer floor. They are brought to you after payment is made. What if someone said they already brought it to you after you paid or they call the police to say you are trying to collect the item twice? This new system at retail stores work as the brand new seasonal items are pre wrapped in bar coded plastic bag and brought from the back storage rooms; in store. Old items in the Old Navy inventory for example are on the rack like at Marshals and you can just find what you are looking for and bring them to the cash register. the new seasonal items can be bought in store using a kiosk or at home for curb side pick up. It is intended that each retailer will design their own system to achieve a 100% loss prevention but it would work quite the same at H and M or at any other kind of clothing or consumer goods retailer. But, the stores need to be open. The mall needs to be open and the people need to be funded as people do wish to interact with products, buy the occasional $8.00 ice cream cone and spend time with family. This fails current  North American, US and Danadian standards. The Europeans received about $195.60 per day on average which is closer to UDHR/OHCHR Standards. covering daily emergency food, shelter and travel.  It's time to see America truly take an equal stance in hegemony again with the member nations in the league of nations at no less than $195.60 per day per citizen.  The current lack of compliance is eating away  at the American genome.  Allegedly the population is rising while towns, Malls and amusement parks in Danada and America are closing; for good. If the population is rising globally, then it must also be falling in North America and the West Indies.  Those who show bad motivations with stolen photos on their phones are generally targets.
