Your economy is going through a  structural adjustment due to automation and means of distribution to ensure loss prevention.      But, maybe dont expect him to shoot his cousin from Tijuana if you ask him or his cousins from Haiti.  The real point here is that your economy needs people/ Maybe you need to 'dial back' the tolerance for the ego gremlin in the economy who is worried about who is a North American High School Graduate or University Graduate before he tells you he can save money by bringing high school graduates from Belize or the West Indies  who only want half the North American salary or the Canadian salary.  

Then, the West Indian in the 10th generation who is running North America says you want to worry about your national image globally but you spend millions educating people in North America and then you say you dont need them if they graduate from Jefferson high School or any High School in North America because you did not really have the education but you were given authority; much like Sam Adams or John Adams or John A. and you dont want any North American high School graduate telling you anything. But, these could be really West Indians and you hire foreigners over them.   Then, you treat the national bank as your own piggy bank while the country borrows every day fom other nations  to keep operating and then you refuse advise such as a 30% sales tax and a minium income support for every citizen to ensure the economy circulates with enough transactions and activity in commerce so that the various developments, malls and retail or food outlets do not shut down in an empty vacuum of economic activity.   Then, you bring citizens from other countries who have their own money; their own minimum income support while you throw away your own local  people; young and old who have been affected by automation primarily and something else we try to understand; your immigration policy.   Maybe you see that the West Indian High School graduates are really grade 8 graduates but you will see...you will like them. They are just as good and then my West Indianoquis people will help you kill your High School graduates but those high school graduates are really second generation West Indians but they feel too...important.....too close to the legitimacy with that education they have from Potomac General High School.
