The book points out that social crisis is a certainty. Lives are at risk. The only issue in light of great resources is the speed of response. What is most important is shelter and enough monies satisfy daily needs. The book points out that daily or weekly allowances usually paid bi weekly or weekly truly helps and it should be enough to cover emergency shelter, food and travel if needed at no less than 90.00 per day (X 365 days, that works out to about 30,000.00 per year). But, in addressing the speed of response the book suggested that hotels and motels be used to address emergency shelter needs when family break downs may arise even though it might be temporary. The book said that a phone call or any contact with the local authority, council, town or city just once should be enough if the person indicates their need. You could also go to an emergency room and ask. They will be able to provide a printed document that confirms your name and that the local authority will pay for any motel or hotel shelter at the daily posted rate or pay for a whole month on an arranged rate that equals the daily rate. It is not glamorous or convenient when any staffer can walk when you are showering but the room is helpful as emergency housing. The idea is to find the individual regular housing as soon as possible yet the average hotel vacancy says there is an immediate instant solution where there is room in that hotel or INN. A life is saved. As an update to this concept, an email can be sent to the local authority housing client who must acknowledge their need and the emergency involving removal or violence leading to the need so the letter will be provided by email with only the basic questions asked to confirm the situation and the need. If they are lying, they can be dealt with. Then they will be contacted to see how they can obtain a long term solution. But, life is saved. The hotel or motel is obligated to accept the payment. It is temporary. The hotels have a very high vacancy rate and this paid government business will help the hotel business. The Navy might help to manage housing stock also across the country. . It can not be refused unilaterally by any staffer and the offer from any authority; including the navy or armed forces who will also have a certain payment code in the system the hotel can accept. It will not appear on the letters. A copy of the email can be sent to the hotel also but it seems we cannot say how one staffer might delete the message, committing the criminal offence of mischief and we do not know who did this. In fact, we do know. Yet, the person is still stranded so a copy is sent to the client directly. The hotel will accept it for payment. The local authority staff member's name will appear on the document. It could be an NHS emergency room staffer also as sometimes at 2 am when people are getting angry about their missing ballet shoes or roller blades or tampons that the mother bought and left on the roof of the car, the family might break up and the family may need emergency housing. It's about saving people and we do not have to wait until people are near dead before we help and near death should not be the criteria that we wait to see before we help.
